Project component role:
Generation 45 plus: securing employment – utilizing potential
Active Generation focuses on the examination of individual, organizational and methodological
factors which influence maintaining, heightening or regaining the capability to
work in people over 45 years of age, particularly those with a migrant background, in social
and socio-cultural fields of employment. The project will also consider means by
which the potential resource of employment experience can be maximized and by which
changes in the work-place or in the nature of the work itself, may create new employment
possibilities for the older persons. Project work will be monitored by empirical study
and selected case-studies will be documented to serve as examples of good practice.
Mission statement:

The project focuses on:
  • People over 45 years of age who have been unemployed or otherwise experienced
    breaks in their employment history
  • People over 45 years of age with and without a migrant background
Project stages:
Building a network of operative (workplaces) and strategic partners
Worker placement in social and socio-cultural institutions (i.e. childcare, youth work,
senior care, counseling, language development, housing services) and ongoing support
of participants
  • Development of a framework for the empirical study
  • Observation, examination and documentation of the participants’ performance and
  • the construction of case studies
  • Development and testing of survey instruments and counseling services
  • Development of a concept for the mentoring and counseling of older employees, particularly
  • those with a migrant background, in the social and socio-cultural sector
  • Documentation of the study and derivation of recommendations for institutions and
  • individuals working to promote employment
  • Publication of a regular newsletter for all project partners
  • Mainstreaming and dissemination
Networking is an important part of the project’s task. Through the exchange of information,
operative and strategic partners share their views on the key question of utilizing
the full potential of older employees. Their knowledge and experience becomes part of
the project’s mainstreaming activities. The operative partners support the empirical study
by making the questioning of participants and institutions possible and also participate in
a regular exchange of information.
Ensuring consideration of immigrant issues
One of the key principles of the European Commission’s EQUAL Initiative is that the situation
of people from an immigrant background be taken into account in all components of
a development partnership - from the formulation of goals to the implementation of activities.
The BQG Ankunft gGmbH is responsible for making sure this happens within the
partnership. To this end, development partnership members shall be sensitized to the issue.
We have planned: workshops, e.g. Managing Diversity, a survey of the project com-
ponents on migrant-specific topics, a survey of the participants’ workplaces, scrutiny of
our project component’s goals with respect to the particular needs of older workers from
an immigrant background, as well as publicity and networking. The project component
‘Active Generation’ is also available to answer all development partnership members’
questions on migrant-specific topics.

BQG Ankunft gGmbH was founded in 1992. We are a non-profit organization dedicated to fighting discrimination
and encouraging an international outlook in a multicultural society. We receive financial
support from the National Employment Office, the State of Berlin and the European
Social Fund.

BQG Ankunft has a history of working with older employees in the social and socio-cultural
sector. We also offer counseling, information and support for immigrants and native
citizens. In the year 2000, we won the integration prize of the Berlin Senate Commissioner
of Migration and Integration. BQG Ankunft has been chosen by the State of Berlin as a
recipient of additional funding by the Land of Berlin to promote employment (anerkannter
arbeitsmarktorientierter Beschäftigungsträger - AMOB). We are a member of the Berlin
Association for Employment and Training, the Migrant Advisory Committee of the
Friedrichshain-Kreuzberg district and many other social work networks.
